Meet the new T-SA employee

Brief Profile

Project Coordinator: was appointed from the 05.01.09

Letshego Mokeki comes to TISA with background in both Project Management and Education & Training having implemented a variety of educational and skills development projects. Letshego has in the immediate past worked for JET Education Services, a Non-Profit Education Research and Development agency as both Project Manager and later as a Manager responsible for implementation of various projects. Before joining JET, Letshego was with the Skills Development Unit of the Department of Labour.

Letshego will be responsible for the overall management and implementation of the Transparency and Integrity in Service Delivery in Africa (TISDA) programme. TISDA will be implemented by a team of 4 made up of; the

  • Project Coordinator:

  • Bookkeeper/Administrator

  • Researcher

  • Intern/Field-Worker


A stakeholder mapping exercise is being finalised, (should be ready for circulation on Tuesday – next week). This is aimed at identifying stakeholders and work done in Education on issues of governance, service delivery and anti-corruption in the country. As part of this exercise discussions and interviews with Academics, Research Agencies, Non-Profit organizations were held in the Johannesburg area. These discussions were aimed at seeking input on what the main challenges are as seen from the eye of these stakeholders (See a list below of meetings held).

As a result of these discussions and own reflection of critical areas of focus for TISDA in South Africa, I identified the following objectives;

  1. To assess how basic services are resourced and delivered in primary (secondary) schools in South Africa as regards the;

  • Provision of Learner Support Materials

  • Implementation of the nutritional programme i.e. school feeding scheme

  1. Investigate the phenomena of ‘No Fee Schools’ and its effect on governance and service delivery (‘fees by other means’).

  2. Investigate the proliferation of Section 21 schools and its effect on governance and service delivery.

  3. To investigate the resourcing of School Governing Bodies and how this affects the oversight role of these bodies.

Immediate Milestones

Once contractual, office set up (systems and infrastructure) hurdles have been overcome, we will immediately (not necessarily in this order);

  • Conduct a pilot to test methodology, instruments and approach – hopefully to start in mid-May

  • Conduct Stakeholder Roundtables in Gauteng and two other provinces where the project will be implemented (possibly North-West, Free-State (not yet final)

  • Develop an advocacy strategy
